The short answer is that a certificate and declaration support conformity only within their stated product type, standards and validity. Ukrainian DBN requirements address the broader building and project context. A certified platform is therefore important evidence, but it is not automatic proof that the entire facility complies.
What a client should check
The word “certified” is not enough. Confirm the issuer, document number, validity, equipment type, limitations, whether the proposed configuration belongs to the documented category, and the handover documents for the order.
ASPAR documents reviewed in TASK 003A
- UA.PN.191.3945-25 — vertical lifting platforms for persons with disabilities; valid through 27 October 2026.

The documents define scope by product type and do not list commercial model codes. ASPAR models may be presented within the applicable vertical- or inclined-platform category, but the website must not imply that a model code is expressly listed in the certificate.
The primary ASPAR quality-management-system certificate confirms DSTU EN ISO 9001:2018, No. 80108.СУЯ.334-26, registered on 11 May 2026 and valid until 10 May 2029. It was issued by NPP INTERNATIONAL STANDARDS AND SYSTEMS LLC and covers the manufacturing, service, repair, installation and wholesale activities listed in the certificate, including lifting and handling equipment. This certifies the company's quality management system, not its products.
Certificate versus declaration
A certificate is issued by a conformity-assessment body and has its own identifier, validity and scope. A declaration is made by the manufacturer and identifies the product and the regulations/standards against which conformity is declared. Website content should state which document it is describing.
Standards named in the documents
The inclined-platform documents include DSTU EN 81-40:2022 and DSTU ISO 9386-2:2005. The vertical-platform documents include DSTU EN 81-41:2016 and DSTU ISO 9386-1:2005. Both sets also list DSTU EN 60204-1:2019 and electromagnetic-compatibility standards.
DBN and DSTU are Ukrainian building regulations and national standards. They must not be replaced with another country's rules in English-language content.
How DBN relates to a project
Ukraine's DBN V.2.2-40:2018 addresses accessibility of buildings and project solutions. The accessible official text references DSTU EN 81-40 and DSTU EN 81-41 for lifting platforms.
Equipment design, model selection, installation location and compliance of the entire accessible route are different claims. Each requires its own evidence and responsible party.
For architects and designers
Review the user route, platform dimensions and configuration, approach areas, doors and guarding, loads, power supply, the current DBN edition and the technical file for the actual model. Do not copy parameters between models without an approved passport, drawing or specification.
For developers and general contractors
The contract should identify the model, work boundaries, site preparation, installation checks, handover documents and warranty terms for the order. Product certification does not replace these project controls.
What to request from ASPAR
- the document applicable to the equipment type;
- confirmation that the proposed configuration belongs to the documented product type;
- approved technical parameters;
- drawings and installation-site requirements;
- the handover-document list.
What the reviewed documents do not automatically prove
- certification of every ASPAR equipment category;
- express listing or separate certification of every commercial model code;
- compliance of the entire building with DBN;
- correctness of third-party construction work;
- one universal warranty term;
- suitability of any configuration for any building.
FAQ
Why is “DBN compliant” not enough?
It merges equipment, configuration and project compliance into one vague statement. A defensible claim needs a specific document and scope.
Is ISO 9001 sufficient product evidence?
No. Certificate No. 80108.СУЯ.334-26 to DSTU EN ISO 9001:2018 concerns the quality management system of NVK ASPAR ENGINEERING LLC and is valid until 10 May 2029. It does not replace conformity documents for the equipment.
What if the certificate does not list a model?
That is normal when a certificate defines scope by product type. A model may be presented within the applicable category on the basis of ASPAR technical documentation, but the website must not claim that its commercial code is expressly listed or separately certified in the certificate.
