ASPAR holds current documents for two equipment types: vertical and inclined lifting platforms for persons with disabilities. This page identifies the documents, their validity and their limits. Equipment certification does not automatically establish compliance of an entire building project with Ukrainian DBN requirements; design decisions and installation conditions must be assessed separately.
Equipment covered by the documents
Inclined accessibility platforms
- Certificate: UA.PN.191.3946-25.
- Valid: 28 October 2025 to 27 October 2026.
- Scope: serially produced lifting platforms for persons with disabilities with an inclined travel path; Ukrainian DKPP code 28.22.

Vertical accessibility platforms
- Certificate: UA.PN.191.3945-25.
- Valid: 28 October 2025 to 27 October 2026.
- Scope: serially produced lifting platforms for persons with disabilities with a vertical travel path; Ukrainian DKPP code 28.22.
- Declaration of conformity: 28 October 2025.
The primary certificates define scope by product type, not by ASPAR commercial model code. ASPAR models may therefore be presented within the applicable vertical- or inclined-platform category, but the website must not imply that a particular model code is expressly listed or separately certified in the document.
What the declarations state
The declarations list conformity with the Ukrainian technical regulations adopted by CMU Resolutions No. 62/2013, No. 1067/2015 and No. 1077/2015, together with the DSTU standards named in each document. Depending on platform type, the list includes DSTU EN 81-40:2022 or DSTU EN 81-41:2016 and the other standards recorded in the declaration.
DBN and DSTU are Ukrainian building regulations and national standards. They are not replaced by a foreign regulatory system on the English-language page. An EN reference is shown only when the source document genuinely contains or adopts it.
Equipment certification and building compliance are different
Ukraine's DBN V.2.2-40:2018 establishes accessibility requirements for the design and construction-related work on buildings and structures. The accessible official text references DSTU EN 81-40 and DSTU EN 81-41 for lifting platforms.
A platform certificate concerns equipment within the document's scope. Compliance of a particular facility also depends on the selected model and configuration, the design, site conditions, adjacent structures, installation work and handover documentation. A platform certificate must not be presented as proof that the entire building complies with DBN.

ISO 9001: actual quality-management-system scope
The certificate was issued by NPP INTERNATIONAL STANDARDS AND SYSTEMS LLC as a management-systems certification body. It covers ASPAR's quality management system for the following activities:
- manufacture of structural metal products and parts, other metal tanks, reservoirs and containers;
- manufacture of electrical distribution/control apparatus, wiring devices, hydraulic and pneumatic equipment;
- manufacture of bearings, gears, mechanical transmission and drive elements, lifting and handling equipment, metalworking machinery, measuring/testing/navigation equipment and other fabricated metal products;
- machining of metal products;
- repair and maintenance of fabricated metal products, industrial machinery/equipment and electrical equipment;
- installation of machinery/equipment, electrical installation and other construction-installation work;
- wholesale of machinery/equipment for mining and construction and of other machinery/equipment.
The certificate lists Ukrainian KVED codes 25.11, 25.29, 25.62, 25.99, 26.51, 27.12, 27.33, 28.12, 28.15, 28.22, 28.41, 33.11, 33.12, 33.14, 33.20, 43.21, 43.29, 46.63 and 46.69. Continued conformity is controlled through surveillance audits under the certification body's programme.
For architects and designers
Request the selected configuration parameters, installation-site requirements, the document applicable to the product type, confirmation that the configuration belongs to that category, and the handover-document list. Product certification does not replace project-level accessibility review.
For developers and general contractors
The contract and work programme should define responsibility for site preparation, adjacent structures, power supply, installation checks and handover documents. The actual package must be specified for the individual order.
